Rosa has picked up a little as for understanding English... but speaking has not changed.

She lives in a world where everything is Spanish... even the street signs and neighborhood business district where she lives is predominantly Spanish... almost all kids are ESL... English Second Langage...

Back when I was looking into a career in Law Enforcement... having Second Language Conversational Skills were highly value... Hmong, Spanish, Cambodian, Tagalog, Chinese, etc...

Just my luck I took High School German... no bonus points and I was even told it had no value in Law Enforcement...

I couldn't help myself but popped off... "I guess not much need as just about all German Speakers also speak English and are law abiding"

By Law Government, Hostalits, Election Material, etc... must be provided and the language requested... so not a real need to learn English... more than half the TV stations are not English...

I am guessing that is not the hiring criteria today.

There is practically no hiring for career positions anymore, therefore the postal exams are not being administered. With the severe shortage of eligible prospects for non-career positions, they are hiring anyone that can pass the drug screening. In most cases they even hire people before the criminal backgrounds are completed. One of the issues is that openings are not widely advertised to the general public. Because of Affirmative Action, the openings are disseminated to minority civic groups, organizations, schools, etc.

Drug test, criminal back ground check, driving record check, pre employment test, Knocks many that apply for employment positions out
If these young people want a job, they will have to change their way of life

oh wait a minute, they never said anything about having enough mail carriers to staff the appointed rounds
