This is similar to another post but I didn't want to cut in on it. When I try to start it it only turns over a partial turn. I can get it started using the decompression lever.
I have a new battery that I know is good. I have cleaned all the connections.

If your battery, wires, and connections are good it must be the starter. Take it to the starter shop and have it checked. I put the new American Made starter on my tractor and what a difference. Its the best money I have spent on this tractor yet. I had not started my tractor in nearly a month and its been as cold as -10F here and yesterday it started right up with 20 seconds of glow plugs on the first try. It did not even have to turn the engine a full turn.

I am not trying to get you ran over so please be careful. With the tractor in neutral, take a set of jumper cables and jump from the positive side of the battery to the big terminal on the starter and see is it turns over. That will tell you if it is the starter or not. I could also be a bad ground connection as well and not turn over the starter. Make sure all of the connections are down to bare metal, I had the same problems with my 284LE when it was new. Post back and let us know what you find.

Don't know how old your tractor is ???/ but the starter may just need to be disassemblied cleaned and lubed. Fixes a lot of them.

New battery does not always = good battery. You could also have an alternator/regulator issue that is not fully charging the battery.

Do you have a volt meter? Can you look at the voltage before and during the start process? What is the voltage after running a while and with the engine at 1000 RPM?

Starting with the compression release is always a good practice(pre-lubes the rod/crank bearings with no compression loads on them), but the starter should have enough oomf to start it without it:) An under or marginally charged battery could cause this. Another quick check would be to up the available power by jumpstarting the tractor from another battery/vehicle. If it starts without compression release with this additional available power, then the problem probably lies in the battery/charge circuit.

Yes, but have you tightened all the connections? The small wires need attention too. What you describe often happens when the solenoid wire(s) isn't/aren't making full contact.

I tightened all the connections when I cleaned them. I have also tried jump starting with the same result.
I will try cleaning the starter and see if that is the problem.

Does it spin over faster? Where did you get it? How much was that puppy?

Yes, it spins much faster. I checked my oem starter and it would show 400 rpm on the tach. The new starter does about 600 rpm. It is a gear reduction type so it has a lot of torque to get it going. I installed it a year ago and have not use the decompression since.

Here is the link. Talk to Chris in the parts dept or type "starter" in the search to find it. They have all the starters listed so find the American Starter. It cost $299. The oem starter is a little over $240 so its not that bad.
