Final update:

I put everything back together and back on the tractor, then filled the tank up to pretty much the top and everything is working SOOOOO much better now, fingertip steering just like you guys described! It's like a whole new tractor! I wish I had realized earlier that it had an independent power steering circuit, I just assumed my tractor was the same as all the other Jinma's I have seen people discussing online, so if anyone else runs across this thread in the future definitely make sure to check that first! It could save you a whole lot of headache...

If there's a single rear hydraulic remote, there's a diverter valve. It has nothing to do with the steering. It controls direction of flow between either the rear lift of the single rear remote. But the diverter is on the other end of the tractor from your photographs. As I stated - depending upon model year - it's either a hex head on the left side of the hydraulic sump, or at one extreme of the flow control valve. Both are located on the main hydraulic sump under the operator seat. If you have no single rear remote, disregard.

Pretty sure the confusion arose when you first used the term. I believe what you meant was Priority Valve. They're on single pump Jinmas. If you have two pumps, there is no priority valve.
