jinma 254 three point hitch control lever will not move into lift position

I have a 2008 or so Jinma 254 tractor. The three point hitch lever will not move into the lift position. It easily moves from the neutral position to the lowering position and back etc. Checked the fluid level, checked the speed control knob in front of the seat.

I have attached a picture of the jammed lever and a manufacturer sketch of the parts.
Has anyone got an idea what may be causing the issue? And what is involved in fixing up the controls.

Dismantled the shifting housing and was able to find the problem. Part number 29, the pin
through shifting shaft connected to the shifting lever was broken in half. Lower part had fallen through
and jammed against the housing.
