my problem is that no matter where I stop the lever the rockshaft continues to raise or lower unless i fiddle with the lever to make it stop. when all the way to the top, the pressure releif valve is engaged until i fiddle with the lever to stop it. i have check the inline filter, its good. ???G'day Mate and welcome to TBN from Downunder.
That's the way my 4105's rockshaft lever works; move the lever to stop (neutralise) the lift/lower of the 3PH at the position that I want.

If I'm understanding your statement correctly when 3 pt is fully raised then hyd pump continues laboring indicates ""feedback rod""(item 28) requires adjustment. Rate of drop screw isn't the problem as it controls the speed that 3 pt lowers or if closed completely will lock 3 pt as set height.
