I'll offer my opinion on a couple of your concerns, but I can't help on the price.
The 855 will run a hoe no problem. As long as you aren't expecting to move a mountain, I think you'll be very satisfied with it.
1400 hours should be no problem, as long as the machine was maintained well. Thats only a little over a hundred hours per year...... pretty common for a home-owner machine. It wouldn't be unheard of to get 6?, 8?, 10 thousand hours before a rebuild.
I'll also add that JD's '55' series tractors were excellent machines, and in my opinion, one of the sexiest compact tractors ever made by ANY manufacturer.
