JD 5010 diff lock is stuck...

I got a buddy trying to sell an old 5010. I could really use a big tractor but he says the differential lock is stuck in the lock position. Any ideas how to get it free? I can get this tractor cheap i think but idont want to inheirit a big problem.
Also what would it be worth in fair condition?

I'll guess pedal(#15) is rusted to pin(#34) or shaft(#10) is rusted in housing(#32). Apply liberal amounts of your favorite penetrating oil and pry free. Last resort remove & plug hyd supply to valve. Estimated value $4K-$5K
