JD 4100 lift arms

I bought a used 4100 but the lift arms will not go down on the rockshaftand I can't figure out why. I've played around with the flow control on the rockshaft, I've added weight on the lift arms and it still won't go down. The 410 loader works fine with good downforce. Any suggestions would be greatly appreciated.

I was using the tractor this weekend with the rockshaft arms stuck up. I had put some counter weight ballast on it for the work I was doing with the loader. Half an hour into the job I decided to check the lift arms and "voila" it is working now. Nice, easy and free fix and I didn't have to take anything off.
