jasnake65, That sounds like you have to adjust the carb,There are three things that can cause this problem
#1 The govenor has come loose or the spring is off
#2 The float adjustment is off
#3 The idle mixture is out off adjustment
Now these are listed in this order from your description as to which is most likely the cause of this problem.
Look at the carb as its running do you see the carb butterfly moving with the surge?There are springs or a spring to hold it too a lever that connects to the block at a pivot point.Is all the linkage intact?
Float adjustment on some models there is an adjustable screw under the float bowl when you screw it in it lets less fuel in the bowl,letting it out increases fuel in the bowl,this is best to do while engine is running.
Easiest of all is idle mixture with engine running at idle turn screw in until engine starts sounding worse then back out until it smooths out then sounds rough again ,then screw back in until settles down to the sweet spot.
