JD 14T keeps breaking flywheel shear bolts

We had an upper hay dog spring break, changed all 3 springs and now the flywheel shear bolt keeps breaking, which I think if I remember right we broke one of these the other day when the spring to the upper hay dog broke. It's allmost like the needles do not return all the way home.. not sure what is going on???

Are the knives sharp. Is the clearance correct on the knives? Does slowing down help any? Is the hay damp/wet when it shears? Are the ram guides in good condition? Ken Sweet

The lower plunger stops are not retracting out of the bale case because the needles are not completely at home position. It's out of time or the needle position lever and bar is bent, broken or its spring is not strong enough. The knotter drive chain may have jumped a tooth when the first jolt hit.

what is the needle position lever? My baler has the same problem.
