JD 1050 3pt Hitch

I am trying to figure out how to raise the 3pt hitch all the way up. It raises so far with the normal 3pt control lever to the right then I have to raise it the rest of the way with the small lever behind the seat. Once I get it fully raised with the small lever, it goes about half way down and stays there. Can anyone advise me on what to do and what the small lever is for behind the seat?

The little lever under the seat is for the draft control. I also just saw the private message you sent me. If you send me your fax # I can copy my manual on that section as the book can explain it better than me.
