I have an owner's manual and a shop manual for my JD 2020 gas and they both say when setting the timing, align the "s" or"28" mark on the front crankshaft pulley with the timing mark. I've looked all around that pulley and can't find that mark. How am I missing it ?

Have you seen the TDC mark? If so you can set the timing to TDC at slow idle. If the advance mechanism in distributor is working properly, that will put timing at 28 degrees BTDC at wide open throttle. Sometimes those marks can be hidden under paint.
