I wouldn't be suprised if the fuel is the same nationwide. Companies would rather save the money on making one blend of crap fuel for everyone than making multiple batches for different locations.

The only places with decent quality control on fuel is airports. But then you still have to take samples and check your fuel.
In my area the fuel is not blended by the oil companys and I doubt that it is anywhere.
The port in Albany receives the fuel for the area it is off loaded and stored in large tanks.
As the trucks pickup fuel at the depot it is treated with additives to level required for the next few days.
Blending to achieve a good winter fuel is done in one of two ways,
either at your bulk storage when they will blend #1 and #2 together at the ration you desire in your tank by batching it out of the different truck compartments. The other way is when it is picked up at the port the truck receives so many gallons of #2 and so many of #1 if the fuel company has customers for a truck load of blended fuel or wishs to keep some at their location.
Most "winter" fuels of today are not blended but are treated with an additive that should work to the planned temperature.
