This is just a little 20-psi tire on a leaf blower. It's supposed to be a new blower, but it has a slow leak and this really odd ... extrusion? ... coming from the tire between the treads.
I'm wondering if my "new" blower, which had several other problems, was sold to me with a patched tire.
Obviously not a new tire. Take it back to the dealer.

How can any of you say it's a plug? Judging from that picture it could be a plug or it could be something that the tire ran over and is stuck to it. The OP was given the suggestion of checking it for leaks with soapy water but I didn't see that was done. Until it is and the source of the leak is found it's just wild speculation that it is a plug and it was leaking. I've had plenty of small wheels like this leak when new. Some would go flat in days while others would take a month. In almost every case it was the bead that was leaking. Either the tire was made with a defect or when the tire was mounted on the wheel it was damaged.

When the front tires on my X500 leaked the dealer gave me the choice of replacing them or going with tubes. I went with tubes. Simply put these small wheels dry rot and sooner or later they don't hold air without putting a tube in it or replacing it. Since a dry rotted tire will last years (or even decades) with a tube in it that's the direction I go. Both my Kubota tractor and Case backhoe came with tubes from the factory.

I have used many plugs and this is most definitely a plug.

Have the tires foam filled and it’ll never go flat again. I’ve never had any luck at all with keeping air in those little tires.

I have used dozens of Safety Seal plugs, some installed for decades and run the life of the tire. Ran them on 80# tires, know guys in excavator biz use them on heavy truck tires.
