That's what Buzzards do. You see that in many places in the U.S.
It just looks strange to you only because you haven't seen it before.
Hinkley Ohio has Buzzards in the thousands roost there every year. A Cleveland bedroom community, when I lived there in the 70's the local radio station used the buzzards as a mascot......of course that was when Marijuana was 10$ for a weighed once, and "Buzzed" meant you had just smoked some.
