I looked at a simular tractor in this area for about $5,000 more. Actually seems like it might be legit.
I have to look at a couple more here locally, might make the trip up to check it out.
This is something we are looking at for work, not for me personally.

transmission 9 forward/ 3 reverse with synchronized shuttle shift clutch.
the price for it is $17,000.00
before starting the shipment you should pay an up front of 20% and
after that i will come to your place with my truck and after delivery you
will give me a check of the rest of the amount.
Return policy: If after inspection you don't want to buy it i will
return your 20% back cash before leaving your place.
Again i tell you that the tractor is in excellent condition, with no
problems on it and it can be put on work right now.
Payment details:
You can send the advance to me via Western Union (www.westernunion.com)
and after i will receive payment i will come to your place.
Here is my details where you can find me at any moment and where you
should send the money:
After you send the money please let me know the transfer details so i
can check it.After that i will close my auction and the deal with the other buyers and i can come to your place with the tractor or i will wait you at my place.

I live not too far from Chicago and get into the city on a regular basis. I emailed the seller and asked for an address & time when the tractor would be able to be shown to me. I'll keep you informed.

My thoughts from his email to you. English is not his native language. He wants you to send money thru Western Union. These 2 plus the others already mention wold make me very leary. I would NOT, NO WAY, NO HOW do business thru WUnion. For that amount of money I would fly to him, and look at the tractor before a dime changed hands. Then I would follow him to my house in a rented car to make sure he didn't get sidetracked.
