A friend bought a 1023e with less hours, loader and a mower deck, BUT no backhoe for $12300. I do not know what the hoe is worth.

You would have to pay outright for that. JD may have financing incentives (ie 0%) that let you get a new one without shelling out $15k in cash. You will also get a warranty. All of this should be figured into the cost. That said, you may prefer to pay it all in which case they will probably give you a cash discount. Definitely check on the price of new from a few dealers. You can also use that to show to the seller of this tractor if they are close and maybe get this one for even cheaper.
The BH is an expensive implement.
Have you used Tractorhouse.com? Here is a link to the 1025Rs in the 98055 zip code. You can also use this to identify potential dealers to call and get quotes for new or any used they might have. Scroll down to general listings. It is sorted by closest to that Zip. You can change at top if needed.
Based on what I see on the list (1025Rs with BH) it looks like a ok deal. I would still get quotes from local dealers...at least a few if you can.

I'd look at a 2025R. Had a 1025R. It was a lemon, all kinds of problems.
No problems 2 years on the 2025R, absolutely none except now a possible PTO switch problem. Had a 4010 (like a 2019E if it existed) before the 1025R. Only issues on it was with the front turf tires and bending of the 3ph turnbuckles because I did not tighten them enough for use with the bush hog before the front U joint blew apart at 9 years and 660 hours.
