Thanks for the help LMTC&greg g i put it together like you said it works great.

Majmac on my old rotary cutter sometimes grass would get stuck on the bolts that hold the blades on and would not let them swing would shake the tractor.

Don't be tempted to compare a rotary cutter with a finish mower. "Smooth" is one thing most rotary cutters aren't, especially when initially spinning up. The cutters are heavy chunks of steel mounted on opposing pivot pins, instead of the center-balanced (and much lighter) blades you think of on lawn mowers.

Chad, I just posted 3 pictures to the Photo page of the set up of my IH 400 RC on the back of my Cub in case they will help. I couldn't seem to attach them to my email even though I sized them down around 400K.
