International 574 Carburetor

The tractor will start but the chock has to be three quarters shut. It will run but if the chock lever is moved only a little one way or the other, it sputters and dies. It has to be the carburetor and it is so simple, what am I doing wrong?

i only use the choke in winter when she is really cold.i think you just need to adjust or tunup.
