I am no expert on balers, especially IH square balers, but it sounds like you need at least three things....

1) Grease

2) Maintenance/Operator manual prescribing adjustments

3) Time

If it were mine, that is where I would start and once everything was clean, lubed and correctly adjusted I would see where I stood.

Is the star wheel turning freely? And the arm attached to that freely moving up and down?
Are your windrows consistent?
