International 140

I'm still messing with the 140 I've checked every thing some one before said something about the float. it is still pulsing when I go up hills but on flat ground and down hill it does fine and when I go up hills
In reverse it does fine just when I go forward up hills it starts to pulse and stalls
Any suggestion ???
