Internal over-running clutch

Can someone explain how this set up works? Is this like a live PTO, ground driven PTO, a two stage PTO? Can it be used for the purpose of use of a Post Hole Digger?

Think of it as a one way valve. Power can get from the engine to the implement, but power can't get from the implement to the tractor. If the say a rotary cutter is still running and you shut off the tractor, it will allow the PTO shaft to keep turning without pushing the tractor. It has no use for post hole digger.

A better example may be a ratchet and socket. The socket is the pto shaft and the ratchet the PTO. The PTO applies pressure in one direction, like the ratchet, and the overrunning clutch allows the PTO shaft, like a socket, to turn freely in the same direction.

So is Jerry saying this is not a good set up for use with a Post hole digger?

It's as good as any other. The internal clutch has no bearing on posthole digger use.
