It sounds more like the orbital motor under the dash may be the problem with the steering wheel spinning like it is. I don't know if this motor is used on all model 40's, but here is a link to AGCO parts showing the orbital motor: https://parts.agcocorp.com/us/en/apbsearch?q=masseyferguson/651282/l&c=117 I copied and pasted the part number to Google and got a lot of hits. All replacements seem to be aftermarket and run $973 each. But it also appears with the parts listing they can be rebuilt. It doesn't show a kit listed to do so.

I'm just taking a guess at what the problem is. But looks like around a grand in parts alone if you do the work yourself. If it's rebuildable, a good hydraulic shop may be able to do it but no use buying parts until it's torn down to see what the problem really is.

I'm just guessing too, but I wouldn't condemn the steering valve just yet. The steering pump was replaced. Was that because of this problem or because it had other problems? More details are needed. The steering wheel going around and nothing happening. That could be for more than one reason. The valve is sometimes referred to as a hand pump because it will provide dead engine steering. Problem there is it has to have oil in it to do that. Once all the oil is drained out it can go around in circles and do nothing. Then are you sure the valve is actually turning? There is a shaft connecting the steering wheel to the valve and probably a splined connection where that shaft meets the valve. A possible problem there?

Does the engine run? That would help a great deal in locating the problem.
