Sounds like your getting closer. After you try bleeding the system and now that you know where the position control valve rod is located inside the oil reservoir I would like for you to push the protruding rod into the block with a screwdriver and the engine running. If the lift goes up by this manual method but not by using the lift control lever then the valve body has moved into the housing as was previously discussed.
If the lift dosent lift by the manual method you might as well get out the big wrenches and remove the valve assembly. make sure you take note of where all the o rings come from when you remove the head.
Once inside you may find that the regulator piston is stuck open or, relief valve stuck open or the spring broken. Usually if the relief valve is the problem you would see oil swirling on the left side with engine running.
You can remove everything you need to in the reservoir area without removing the control levers assembly.
Now that your going inside I have a few diagrams etc to attach which helped me get started digging into this thing. They will be attached in the next reply.
