I am new to this forum, but I hope some of you can help me with my problem.

I have a problem with the 3-point hitch on my 1975 International Harvester 475. The tractor hasn't been used, or started in 15 years, but the engine works very well.

The 3-point hitch wil not move when I move the position-control lever, but when I move the depth-control lever it will go up and down without a problem. (the 3-point wil not lift at full capacity, but it wil lift some equipment)
I recently changed the oil and the hydralic filter. (the old filter was clogged.)

Does anyone have any idea where to start, and what the problem might be?

Is the draft lever pushed all the way forward when you are trying the position control?

The position control lever won't do anything if the draft lever is pulled back all the way.

Yes, the draft lever is in netural position, all the way forward. I have tried with the draft lever in almost every position posible.

I have also tried all of the other hydralic functions on the tractor, and they work as they shod (included a front loader.)

Must be a stuck spool or valve in the hitch cover. Under the seat there should be an inspection plate. Remove the plate and you can see where the lever linkage connects. Make sure the linkage for position control is connected and is moving when lever is operated.

Do I have to take out the seat, or can I remove the plate without taking out the seat? What should I look for under the inspection plate?
I have been under the tractor and it seems like the linkages move correctly, but I am quite new to tractors, so I am not sure what is normal.
The draft lever is much heavier than the position control to move, is this normal? Both moves the linkage conected.

Yes remove the seat. Then plate. You should be able to see the internal linkages. Make sure they are moving the spools
