IH 440 baler knotter issue...

We have a IH 440 baler that will tie on one side, but the other keeps twisting the twine wround the hook that ties the knot (never strips the knot off). It appears that the movable "finger" that should be flush with the lower section to hold the twine on is stuck in the "up" position.
Anyone have any experience with these balers? It came with the place and we would like ot sell it as our Hayliner 273 is a much better machine for us, but it would sell much better with 2 working knotters.

I Have a 430 baler which I think is a little smaller, I had a problem with mine and cleaned it leaving NO twine on the notter and oiling up everythine, cant tell you exactly what fixed it, but it started tieing after I cleaned it also it almost never misses a bale when it misses, I stop and clean the twine off the notters. Before I forget YOU MUST USE THE HEAVER TWINE 9000' ROOLS FROM TSC always works if you use the 16000' rools it will not cut it will tie and then pull back apart when it does not cut

I cleaned it out and we are using the 9000 rolls. Will try it again one of these days.
