IH 2444 hydrolic control valve

I'm trying to restore a 1970 IH 2444. I've got the tractor running good, have replaced the hydrolic pump, the power steering works good but the 3 point doesn't lift. I've dismanteled the control valve, replaced all 'O' rings, cleaned and reassembled but still no luck. I've now got it back off the tractor, testing with air, but can't get it to do anything but flow through the valve. Anyone have any suggestions?

Is the valve set up as an open center valve?

If you blow air through the IN port, air should come out the OUT port, or PB port.

If you blow air and move the levers, air should come out the work ports.

Is the hyd fluid at the correct level?

Is the pump turning?

Are the filters and screens all clean?

You might need some air in the hyd tank to help prime the pump.

Is the lever moving the control valve spool? Can you show a picture of the valve you are working on?

Thanks for the input, guys. Looks like there was no orifice filter and it needs one to work. Put one in and it appears to shove the piston on the work bench at least. I'm hopeful!!
