Ignition problem on Cub Cadet 7205

On a cold start, starter does not engage.I have to click on/off numerous times before it engages. This happens Only on cold start. Once engine turns over it seems to restart easily. No juice to at starter selonoid. It has been getting worse as of late. I have changed out the ignition switch,glow plug relay and glow plug controller. No help.
