identify 1020 part?

This was an extra part from my dads '68 JD 1020ru, it was in a box with a few other parts, have no idea where it goes. Looked at JD parts diagrams and I can't find anything! Its about 5" x 8"

Part is from a previous recall on these tractors. Missing mounting bracket, but it mounted on the dash and enabled the shifter to be locked into the Park position for operators climbing on and off of tractor so as not to bump/kick the shifter lever out of park and into motion! Apparently sent out to a lot of owners, but most found it awkward and never installed or removed it shortly after.
