It is the same as most non-hydraulic top-links - a screw mechanism where both ends are screwed into the center sleeve. Turn the center sleeve to lengthen or shorten it.

I see what you're saying now after noting the threads. The plated rod still throws me a bit, however, as well as the serrations in the casting. I assume the rod is used to turn the adjustment and then stored as shown? Looks like an elegant method of allowing the rod to rotate ninety degrees between operating and storage position. Maybe I'm just overthinking it.

It's common to see those on older JD tractors. My neighbor has one on his 4040.
