i just picked up a ht3813 honda
i dont know much about them
runs great
prob. is mower blades will not disingsuge
i was told it could be a cluch

I know this is an old thread but the info may help someone later on.
You can rebuild the pto clutch, been there done that. The slots cut in the hood let water get on the clutch plates and they "stick" together with rust..bad design on Honda's part, me thinks.
