I have an old howard 812 I need to figure out where I can get a PTO shaft, from what parts I had leftover on the tiller end it should have a 5" slip, everything I'm seeing to order is a 6" I don't think this will clear the tiller...the chunk leftover was so rusted on I had to skinny wheel it off, its been in the family since new and has low use.

Over all it looks like a 30-29" shaft will do

Put the clutch at the tractor end.

It's not ideal, but with the shielding in place on your tractor's PTO, I don't think there's any safety issues involved.

Clutches are on the implement because of smoke when slipped and because they're the heavy/big end and it's just easier to put them on the side that doesn't come off.

You're sure a 6" won't fit? It should only be 1/2" bigger on the sides.

Another possible option would be to use a stub shaft on the tiller to put the clutch out further from the gear box. Doesn't look like there's that much distance to cover before you'd be out beyond the frame based on your pic.
