Got a 1960 MF 35 Perkins with 12v Delco system that's not charging. I tested the Dynamo and it came out good so now I'd like to get the regulator out to test it. Do I have to remove the gas tank to get it out or is there a trick I'm missing?

I think its your best option to remove the tank. I think the regulator is on the back side of the engine between the battery support and below the tank. Bad access.
If you haven't removed the tank before here is a short explanation.
Remove the two rear bolts that hold the hood support arm and then slide the tank rearward and that will unlatch the forward mount. The tank has slotted mount underside and it slides under the bolt heads. The springs keep downward pull on the tank.

If your tank has a shutoff turn it off. Disconnect the fuel line below the shutoff and connect a longer hose to run into a storage tank. I have disconnected the fuel line at the fuel pump and put the end of that hose into a short section of garden hose to a storage container.
Another option is to use a siphon hose. Google that if not familiar with how to do.
My opinion is that was a bad place to put the voltage regulator. But the don't always take ease of access into consideration when they design machinery.
