How many posts needed before a member can send/receive PM's?

Is there some minimum number of posts needed before a member can send/receive PM's?

Someone new was asking for a manual. I sent him a PM about it. No reply.

Does he have some site limitation on what he can do? Post PM's or photos? ???

0 as far as I know. I've been getting PM from members with 0 posts that just joined the forum asking for manuals as well.

I figure that probably 95% of the first time posters who ask a question just simply never return to see if they had a response, which is probably the case with the guy you pm’d.
