I cannot say what I need to adjust; you just need to look at the pictures. The two devices came loose secondary to vibration. The tractor is a 3 CYL NH TN70A. I noticed that when I accelerated, I had fewer RPMS at the same throttle position. I went through the "differential" (Doctor speak for possible reasons) and first thought the fuel filter was restricting flow = less RPM. I found the loose "devices" (see pic) and tightened the "loose devices" and the RPM came back. Sort of makes sense, as the loose devices prevent full power and RPMS. Now, is there a correct way to adjust the two devices on the throttle cable? I did replace the fuel filter and clean the prescreen, with no problems like leaks or air in the injectors. I figured I might as well do that, no time like the present.

Loose devices on throttle cable

Picture of devices that are no longer loose on the throttle cable.

Loose devices and the movement that they allow in the throttle cable before tightening the losse devices.

Any help on how to correctly tighten the loose devices greatly appreciated.
