How are you billed for non-residential electricity?

I am trying to go the other way and make my house setup as a sub panel from my shop. Trying to get 400A of 480v I. There and then step down for the house and other barns.

That's the potential "gotcha." Once they determine that the structure connected to their pole is not a residence, you're stuck paying commercial rates. Or at least that's the case in my area, with my TDU. It's very much worth looking into asking about before you throw any money around.

Around here you are billed commercial based on the size of your transformer. If you have less than 200A you are considered residential. It's the size of your spigot that counts ;-)

Ahhhh So size does matter!!!
