😄 Well, first I had to figure out what the OP was referring to as a "hose bib"... and I'm still a bit confused as to exactly what. Is it a faucet valved splitter, a hose-line valved splitter, or is it the gasket?

I have both types around my property, two screw-on faucet 'splitters' on my tanks with Australian standard hose quick-connectors and one triple Aus standard hose quick connectors on my horse trough watering system.

All three are brass and I've not experienced any leaks from any of the connection 'methods'. A couple of times, after years of use, the screw-threads have split during a particularly cold winter's morning.

No, but it's not leaking there. It leaks at the connection to the hose. I even tried two rubber gaskets and that made it worse. Pretty sure it is cheap connections.

I never had much luck with red or green washers (n) black washers never problem. (y)

Don't feel bad, no one I know refers to an outdoor faucet fixture as a bib, and I'm American. I'm sure you run into this all the time, despite both of our countries being English speaking.

Try some teflon tape until your new splitter arrives.

So... what do you call the water flow regulation item with an integral hose thread on one side and pipe thread on the other?

In the US it is generally "hose bib", though frequently called a faucet, or a tap, or even a hydrant. A hose bib is a subset of faucets, which include valves water devices over sinks that don't have hose threads on the outlet. Taps are often synonymous with faucet, but taps (when not threading metal) are generally flow control devices that are either on or off, unlike British usage. Hydrants also include the fixed high flow water sources for fire control efforts. I am sure that I have missed other regional variants like spigots...

Just a brass hose in-line or faucet splitter, with or without a flow control valve. It all depends on the hose configuration(s) you're after.
