Tractor Sizing Horse Power requirement

What is the general rule for how much HP is required to pull a given number of bottoms on a moldboard plow? I remember my grandad's Allis Chalmers (B) would pull a single bottom plow and only had somewhere around 14-15 hp. I'm wanting to know if my 22 hp ct122 will pull 2 bottoms.
