Honda Engine Surging

I feel that my broken pop cycle stick repair on the throttle would not be welcomed here.

Round 4 - problem solved I think. flyerdan solved it. There is a second spring anchor hole and moving the governor spring to give more tension seems to have resolved the issue. I'm still not sure what went wrong since it's clear the spring didn't move on its own while I was using the mower, but it seems to running normally. Maybe Honda put the second hole there because they knew something would wear out. Anyway, now I have a new carb I probably didn't need and a new spark plug I probably did need and I can go out and break something else now.
