Flail Mower Help with Matthews L60B Flail Mower

Hey guys, I am going to look at a Matthews L60B flail mower this weekend, owner says it has new blades and belts, 5' wide, light duty?, he does not know the minimum HP required for it.
I am wondering if my B3030 with a PTO HP of 23 will run it, anybody familiar with this brand?

You might Google units of simular size to get an idea on the hp needed.

I don't know that brand but if it is a 5ft flail it is unlikely to be real heavy duty and I would imagine a B3030 could handle it. The B3030 could certainly manage a 5ft (1.3 meters) Caroni flail.
