Help with farm pro 2425 PTO / 3pt ??

I adjusted the clutch last fall because I couldn't get pro to engage from the neutral position. It would make a grinding noise and not engage. After adjusting clutch it now engages fine , but when speed selector is in neutral the pro shaft keeps spinning. Is this a clutch fine tune related problem?
I also noticed a unrelated symptom of the 3pt hitch raising very slow. It didn't want to raise at all till it warmed up some?

The PTO shaft is located inside the main gearbox shaft. Thru parasitic drag in the lube between the shaft walls the PTO shaft will rotate along with the main shaft. The gears are separated in the gearbox by only a little space so again gear oil gets grug along with the spinning gear and drags the driven gear gently along with it. This is not unusual and you can overcome this force easilly and stop the PTO rotation

The 3PH raising could be a bad/leaky control valve allowing fluid to build a little pressure on the 3PH piston and slowly push it up. It could also be a mis-adjusted valve linkage. It is a rack and pinion affair holding the valve slider toward the raise position when the lever is in the hold detent.
