I got it off! I had to remove the radiator. Then I could rotate the cylinder towards the engine and access the bolts with an impact wrench. The next challenge was getting the pin out. It had to come out the bottom. Luckily there was just enough play in the steering shaft to tilt it and get the pin out.

I think I'm one step away from installing the new seals and putting the cylinder back together, but I'm stuck. I hope someone can provide some advice. I'm not sure how to remove the valve linkage out of the valve body. Is there something holding it in that needs to be removed. It seems like a snap ring would be there, but I don't see one. There's a metal ring, but it doesn't look like a snap ring. It's continuous all the way around. Here's a picture of the body and a close up of the linkage.
