New Mahindra 4540 owner problem with left front wheel. Tried to torque front lugs only to find that the left front lugs had 3 of the 6 cross threaded. Dealer replaced bolts but now I need a tap to clean the threads.

Hi, and welcome to TBN. If you need a tap to clean the threads take a bolt with you to a decent hardware store, or better yet a hardware supplier.

Why didn't the dealer fix the problem, assuming you hadn't had the wheel off before.

To my knowledge the wheel had not been off the tractor. I had it to the dealer for the 50 hour service and some work on the hydraulics at the same time. Torquing the wheel lugs is part of the 50 hour service. They must have removed the wheel for the hydraulic service ??? and when it was reinstalled three of the six lug bolts were cross threaded. I didn't realize they were cross threaded until I checked the torque on the lugs.
They would have fixed it but I didn't want to take it to the dealer. If can tap the wheel hub holes to accept the new bolts it will be done. Otherwise I'll put a couple of bolts in the wheel and take it to them. Dealer already told me that they will warranty the hub if needed.

As I understand what I have read, you have new lug studs from your dealer to install in your hub.
If this is correct, take one of them with you to a big box store, they usually have a setup in their bolt aisle to ID bolt/nut sizes.
You may or may not find a tap there, but you should know you diameter and thread pitch after this visit.
