I used to use ESRI's ArcReader for a lot map viewing, but haven't for some time. I'm not sure what it's capabilities are anymore, but it might do what you're after. I'm now running arcmap, but it runs at least $1,200 plus depending on what extensions you buy.

I've been using Delorme Street Atlas USA with their GPS for a while. I'ts not perfect but we have mapped some unmarked roads with the gps.

I use a Garmin GPSMap60cs along with ExpertGPS. I can transfer my tracks to maps of aerial views. Then I can plot them out on my plotter.

A friend of mine found this free software called usa photo map . The software is easy to run and allows us to link with our gps units.

Jerry, thanks for the help, I have no idea why it didn't work the first time.
