Think I found problem with fuel cap. Underneath gasket you see when taking cap off. There is another gasket. It has 2 slots in it to let air into tank. Over the years it had imbedded its self into first gasket. Fixed it by turning one of the gaskets 90° from its original position. Then remember not to over tighten cap when putting it back on.
Had the similar problem some time ago (same tractor), one of the gaskets failed allowing the interior rubber gasket/cap to fall out of the outer cap so I took the failed gasket out ... which caused the cap to seal so tightly that it created a vacuum in the tank and caused the fuel gauge float to hang up if tightened real tight. Tractor would start running poorly.
Crack the cap, fuel gauge would drop to accurately read the actual level and tractor would run normally.
Picked up a new gasket ... which I still haven't managed to get installed ... but it's around here somewhere
I've just been making sure I don't over tighten the cap which mostly resolved the issue.
