I use a kerosene pump designed to fill heaters. It runs on 2 d batteries and I think I paid 15 bucks for it.
I've used this 12v pump for diesel and changing the 10 gal of hydraulic fluid for years. It's so cheap, I actually bought 2 thinking it might burn up after pumping the hydraulic oil, but no issues at all.
It has a 3/4" outlet, so it fills my 9 gallon diesel tank in about a minute.
Still have the 2nd one, new in the box, in a cabinet in the garage.

Dataway, this is the 5-gal pail pump I've used for about six years. Excellent manual pump for hydraulic oil.
