Not necessarily. My previous tractor ate glow plugs every 2 years. I'd have 2 plugs shorted to ground and 1 that worked and never blew a fuse. Turns out it was a mfg. engineering defect. After replacing plugs 3 times they came out with an upgrade kit of 3 different voltage plugs and a new timer. My local dealer never told me about the upgrade kit. He made more money selling new plugs every 2 years. I was only asking how the OP checked the plugs and he answered that a few posts ago.

l fell like a fool, but I am a fool with a running tractor so I call that a win! The post @Fuddyduddy1952 made pushed me to go deeper into the wiring harness and test everything with a draw on it, and also not to trust my manual in terms of test point locations apposed to using the wiring color scheme in the schematic. After all this, it turns out that the relays bench tested fine, even when applying 12V through the relay. But, one of the relays wouldn't function with the increased draw of the glow plugs.
I am a very happy camper, thanks for everyone's help.....especially @Fuddyduddy1952. Tomorrow's project will be to tear down my Cub Cadet 127 and fix the oil leaks. Have a good night everyone.

Absolutely you're not a fool. I was only able to help because you provided the schematic.
Electrical things befuddle most people but it's very easy just following along like you did.
