Yes, soil under a roof would definitely be dry! A rancher near me uses a front loader to turn a compost pile under cover, but I never heard of running a rototiller in such a place. We tilled a new garden area recently, and in our interior Northwest location, there is very little moisture during the summer other than that provided by irrigation. We had a great cloud of dust following the tractor, and at the 50 hour service I removed a very dirty air filter!
