OK... new to Gators. When in neutral it wont hardly push down hill?
If I jack up the rear the Left side roll fine. The right side turns hard by hand. Is this normal?
Any advice would be appreciated.

Even though it is in neutral, this only disengages the trans-axle, the variable speed clutch and belt are still engaged until it moves a bit. Especially if it is a brand new belt. Just a thought, if you start it, put it in forward, move only till it starts rolling, then place it in reverse and do the same thing, this might free up the belt and the trans-axle enough to be pushed. It might take some effort to get it to roll at first, but once the belt loosens from the clutches it should get easier. If the unit was not in neutral, with the trans-axle dis-engaged, the unit would not start.

Yes if you turn the wheels on one side the other side will not. That is the function of the trans-axle. Power is only driven to one side of the Gator based on the rolling resistance, unless you engage the traction assist which then drives all 4 rear wheels.
