Found this after a little search. Sounds like it might be the brake material. It's the last post in the thread.

Anyone ever find what looks like thin broken up pieces of gasket clogging the filter when changing the hydraulic filter on your Ford 20 series tractor??? What could it be from? most everything works. The brakes are low but there's adjustment....

Most likely Brake disc friction lining. You already note the brakes are 'low'.

Btown, Thanks!!! you nailed it!!! I really appreciate your efforts! Now, what to do?? The tractor has 1700 hrs on it. What happens if I use it the way it is?? Will using it like this damage anything in the hydraulic system?? Etc???
